# 1. Introduction

The rapid development of digital technologies has fundamentally reshaped the way societies communicate, learn, and engage with one another. Voice technologies, in particular, now play a central role in education, accessibility, customer service, and civic participation. However, the benefits of these innovations remain unevenly distributed. While major world languages enjoy comprehensive digital representation, many African languages remain excluded from speech technologies.

This exclusion is not merely technical; it carries cultural and economic consequences. When communities cannot use their mother tongues in digital spaces, they risk marginalisation, reduced access to opportunities, and the erosion of linguistic heritage.

The **Tech Innovators Network Voice Playbook** was created to address this imbalance. It provides a structured and practical framework for collecting, managing, and sharing voice data in ways that are open, ethical, and sustainable.

By emphasising low-resource languages in **Kenya** ,such as **Kikuyu, Dholuo, Maasai, Kalenjin, and Somali**,just to name a few, the Playbook highlights the importance of community-led approaches in:

* Preserving linguistic and cultural heritage.
* Enabling inclusive digital participation.
* Reducing structural bias in artificial intelligence.
* Stimulating local innovation and digital economies.

***This Playbook is designed as a living resource. It is modular, adaptable, and meant to evolve through contributions from practitioners, communities, and researchers.***
